Paul Flynn is the founder and CEO of Harbor, with over 25 years of experience in building and leading organisations. His core focus is on the clinical management and development of high-performing mental health services, overseeing a multidisciplinary team that includes over 100 Consultants delivering care across a broad range of psychiatric and psychological specialties.

Paul Flynn is the Founder and CEO of Harbor. He oversees the development and management of Harbor’s mental health services and multidisciplinary care.

Paul is directly involved in shaping evidence-informed treatment pathways for individuals experiencing complex mental health problems and addictions. The aim is for services to follow clinical best practice without losing the flexibility to respond to individual needs.

He is also a first point of contact for high-trust referrals and works directly with clinicians, legal advisers and family offices to arrange the right care.

Professional Background & Qualifications

Paul holds an MSc in Addiction Studies from King’s College London, a BA (Hons) in Business Administration and an MA in Marketing from the University of Greenwich. He also studied Corporate Finance at London Business School.

Before entering healthcare, Paul founded and led Staffgroup, which included Eurostaff in the UK, Eurostaff Group GmbH and Earthstaff. He ran it for 12 years and still invests in technology and recruitment businesses, including the cybersecurity platform SenseOn.

Now, at Harbor, he can draw on both his business experience and his academic training in addiction.

Healthcare Leadership & Experience

Paul is involved in the development of treatment pathways at Harbor and the strategic oversight of services for people experiencing mental health and addiction difficulties.

Families who are unsure where to start often come to him first, as do the professionals who refer clients to Harbor.

Paul also founded Gamewell, an educational technology platform that promotes healthier gaming behaviours among professionals, parents and young people.

Approach to Care

Paul’s approach is collaborative; he wants each treatment plan to reflect the individual’s needs and circumstances. To achieve this, he focuses on clinical best practice, flexibility and measurable outcomes, and works closely with clinicians and professional advisers to coordinate care.
